U.S. Senators Dan Sullivan and Ben Cardin have introduced the Informing a Nation with Free, Open, and Reliable Media (INFORM) Act. This bipartisan bill aims to enhance access to independent information and promote freedom of expression for citizens in China.
The legislation seeks to bolster efforts by the U.S. Department of State and the U.S. Agency for Global Media to develop technology that circumvents China's internet censorship. It also aims to provide secure content-sharing tools for Chinese citizens and support Mandarin language content and journalism. Additionally, it empowers citizen journalism and independent media outlets within China.
Senator Sullivan stated, "One of Xi Jinping’s greatest weaknesses is that he is afraid of his own people." He added that the Chinese Communist Party's censorship works to silence free expression and deny citizens truthful information about their leaders' corruption. The senator emphasized the importance of bypassing China's firewall to allow its people access to information about their government.
Chair Cardin remarked on the necessity of focusing on the Chinese people's fight for access to information amid economic, military, and technological competition with Beijing. He noted that despite censorship, Chinese citizens are increasingly questioning their government's policies and seeking independent sources of information.
The INFORM Act outlines key provisions aimed at engaging with Chinese citizens to foster understanding between them and Americans.
